A unified electronic visa

As of August 1, 2023 citizens of 64 countries, the list of which is approved by the order of the Government of the Russian Federation № 2571-р dated October 6, have the opportunity to issue a unified electronic visa valid on the whole territory of the Russian Federation.
Before applying for visa, please check with the Embassy/Consulate of the Russian Federation in your country whether this type of visa is suitable for attending a business event.
Please note that this type of visa processing is the fastest (4 calendar days).
The electronic visa is issued on the basis of a foreign citizen's application filled out on the specialized website of the Ministry of Foreign Affairs of Russia: https://electronic-visa.kdmid.ru or via a mobile application, a link to which is available on the mentioned website.

The unified electronic visa entitles the holder to enter the Russian Federation once and stay in the Russian Federation for visitor or business purposes, as a tourist, as well as to participate in scientific, cultural, social and political, economic and sports events.

The application for the unified electronic visa should be submitted no earlier than 86 days and no later than 4 calendar days before the expected date of entry into the Russian Federation. The application must be accompanied by a photograph and a copy of the foreign citizen's passport. The unified electronic visa does not require invitations, hotel booking confirmations or any other documents confirming the purpose of the trip.

The validity period of the unified electronic visa is 120 days from the date of its issuance with the authorized period of stay of a foreign citizen in the Russian Federation not exceeding 30 days from the date of entry into the territory of the Russian Federation.

For citizens of countries that do not have the e-visa option

This guide is only necessary for nationals of countries that do not have the e-visa option.
The Forum organizers offer confirmed participants assistance in obtaining a Russian visa.
A single-entry visa valid during the forum period from 14 to 17 October, 2026 will be issued by the Russian Federation Embassy or Consulate based on an official electronic invitation named Telex.
An electronic invitation (Telex of the Ministry of Foreign Affairs) is a message in the form of a telegram or e-mail sent by the Ministry of Foreign Affairs of the Russian Federation. The telex message contains an instruction to issue visa to a certain foreign citizen. Such visa instruction, the Telex, has its own reference number. The visa instruction is found in the database by this number when a foreigner comes to submit documents for visa. It is this telex number, i.e. visa instruction, that you receive and indicate in your visa application.
To receive an electronic invitation, fill out the application form and send it to the Forum organizers at info@time-forum.ru with the subject line “Visa support” and attach a copy of your passport.

For participants from the countries with visa-free entry

From June 30, 2025 to December 31, 2027 an experiment to test the rules and conditions for the entry into and exit from the Russian Federation for foreign citizens and stateless persons is conducted at all checkpoints across the state border of the Russian Federation.
Foreign citizens planning to enter the Russian Federation under visa-free regime must submit a request for entry into the Russian Federation electronically via the mobile application "RuID" no later than 72 hours before the planned entry (in emergency cases, no later than 4 hours) and receive a QR code that must be presented when crossing the Russian border.
This procedure is necessary for foreign citizens of visa - free countries that include Abkhazia, Azerbaijan, Armenia, Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, Israel, the Republic of Korea, Venezuela, Brazil, Cuba, Serbia, Montenegro, and others.
